I can’t go a week without someone illegally calling me about a small business loan or car insurance, and despite coming from a local phone number, I’m fairly certain they aren’t from around here. Such spammers are usually using Voice over IP (VOIP) to fake phone numbers,

The FCC says the providers, mostly little-known companies that provide VoIP services, have failed to follow rules designed to prevent them from facilitating robocalls and spam.

It has complete control of conventional phonecalls, but in a recent press release, it issued a show cause notice to 2,411 VOIP service providers threatening to shut them down (via PCWorld). The FCC says these operators haven't filed in the Robocall Mitigation Database and must now explain why they should not be removed from service.
